What Is the Hajj Committee of India (HCoI)?

Established under the Haj Committee Act, 2002, the Hajj Committee of India (HCoI) is a statutory body responsible for organizing the Hajj pilgrimage for Indian Muslims under the Government quota. It manages applications, flights, accommodation, training, health check-ups, and coordination with Saudi authorities.

Haj 2026 Highlights

  • 70% of India’s Haj quota will go through HCoI.
  • 30% is reserved for private Hajj Group Organisers (HGOs).
  • Once in a lifetime Hajj through HCoI (exceptions apply).
  • New Digital Facilities: Haj Suvidha App and Smart Wrist Bands.
  • Special Quotas: Senior Citizens, Ladies Without Mehram (LWM), and Persons with Disabilities.
  • Short Haj Package available for 20 days (limited seats).

Eligibility for Haj 2026

Only Indian Muslim citizens who are physically, mentally, and financially fit can apply.

Not Eligible:

  • Those without a valid machine-readable passport.
  • Those who have already performed Hajj through HCoI (except repeaters under specific conditions).
  • Persons with serious medical issues, terminal illness, or infectious diseases.
  • Pregnant women in advanced stages.
  • Children below 12 years.
  • Individuals under court travel restrictions.
  • Women without a Mehram, unless covered under LWM provisions.
  • Applicants below 18 years must submit parental/guardian consent.

Senior Citizens (65+ Years) Guidelines

  • Must travel with a companion (18–60 years).
  • LWM pilgrims (65+) need a female companion (45–60 years).
  • Only blood relatives allowed as companions.
  • Special priority in seat allocation under reserved category.
  • Must submit a Solemn Declaration.

Ladies Without Mehram (LWM)

  • Women 45–65 years can apply in groups of 4 or more.
  • Single LWM applicants may be grouped by HCoI.
  • LWM pilgrims aged 65+ must have a female companion.
  • Accommodation and safety measures are ensured by CGI Jeddah.

Haj Application Process 2026

How to Apply:

  1. Visit: https://hajcommittee.gov.in
  2. Apply via HAJ SUVIDHA Mobile App or Website.
  3. Upload required documents:
    • Passport
    • Medical fitness certificate
    • Recent photo
    • Address proof
  4. Choose your Embarkation Point (EP) and Haj package (Regular/Short).
  5. Submit fees upon selection.

Cover Size & Grouping

  • Each group (“cover”) must have 1 to 5 adult applicants.
  • Only family members or close blood relatives allowed in one cover.
  • If the head of cover cancels, a replacement must be nominated.

Priority Order for Seat Allocation

  1. Category 1: 65+ years (including LWM with companion)
  2. Category 2: LWM aged 45–65
  3. Category 3: General category

If applications exceed the quota, a computerized draw of lots (Qurrah) is conducted.


Embarkation Points (EPs) for Haj 2026

Pilgrims can choose two EP preferences. The current 17 EPs are:

MoMA may add more EPs depending on demand and approval.


Duration of Stay in Saudi Arabia

  • Regular Haj Package: 40–45 days
  • Short Haj Package: 20 days, for up to 10,000 pilgrims
    • Available only at 7 EPs: Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Cochin, Ahmedabad

Medical Requirements

  • Medical screening at application and embarkation.
  • Meningitis vaccination mandatory.
  • Oral Polio Vaccine (OPV) to be taken 6 weeks before departure.
  • Health and Training (HAT) Card issued to selected pilgrims.
  • Vaccination and digital health card supported by MoHFW.

Payments & Refunds

  • Selected pilgrims receive a bank reference number.
  • Payments made via SBI or authorized banks.
  • Refunds for cancellation due to death or serious illness only.
  • Other cancellations may attract penalties.

Qurbani (Adahi)

  • Performed only through Saudi-approved agencies.
  • HCoI will facilitate Qurbani for pilgrims who opt in.
  • Once opted, cannot be changed or revoked.

FAQs About Hajj 2026

Can I apply for Haj more than once through HCoI?

No. It’s once in a lifetime, unless you’re a Mehram or companion of a 65+ pilgrim.

Is the Short Haj Package cost different?

Exact cost details will be announced by HCoI, but the stay is shorter (20 days).

Can a woman go without a male guardian?

Yes, LWM category is available for women aged 45–65 in groups.

What happens if I cancel after selection?

You must submit a cancellation letter. Refunds depend on timing and reason.
